Delta-2 Programme Opens Second Call for R&D Proposals

The Presidential Implementation Committee on Technology Transfer (PICTT) and the National Agency for Science and Engineering Infrastructure (NASENI) have officially opened the Delta-2 Programme Second Call for Proposals. This initiative seeks to finance innovative research and development projects across vital sectors such as agriculture, healthcare, renewable energy, manufacturing, climate action, and digital technology.

Speaking about the programme, PICTT highlighted its aim to promote practical innovations that will create lasting economic benefits. “Our focus is to support projects that lead to real, usable solutions that can transform industries and generate employment opportunities,” the committee stated.

The programme will support a variety of project results including patents, utility models, industrial designs, pilot plants, prototypes, proven technologies, functional samples, software solutions, certified methodologies, specialized databases, and maps.

Application rules specify that proposals must come from a consortium that includes Nigerian-based researchers or research institutions, at least one local technology company, and academic organizations such as universities or polytechnics. A single technical company may apply independently, but academic institutions must partner with a Corporate Affairs Commission (CAC)-registered Nigerian company. Linked or partner companies are not allowed to participate.

During the initial screening, applicants may be disqualified for
a. Bankruptcy or tax default
b. Poor financial history of company executives
c. Negative debt ratio or capital erosion
d. Concerns in recent financial statements

PICTT emphasized that proposals should demonstrate originality, scalability, and measurable economic impact. “Every idea must show clear potential to boost development and be transferred into commercial use,” the agency added.

The deadline for submitting proposals is October 17, 2025, with successful applicants set to begin funding agreements in January 2026.
